The National Agency for Territorial Cohesion is involved in numerous actions to promote the development of territories with special needs (priority neighbourhoods, sparsely populated or mountainous areas, ultra-peripheral regions). Its New Places, New Links programme aims to support the dynamics of third places in all territories.

France Tiers-Lieux

France tiers-lieux, a national public interest grouping (GIP), aims to support the development, professionalisation and sustainability of third places in France. It brings together 6 founding members: the National Agency for Territorial Cohesion, the National Association of Third-Places and the State, represented by 4 ministries: (the Ministry of Ecological Transition and Territorial Cohesion, the Ministry of Labour, the Ministry of Higher Education and Research and the Ministry of the Economy and Finance.

La Région Occitanie

The Occitanie Region recognises third places as local tools that meet the main priorities of its regional policy, strategie development objectives and "Green Pact". Through calls for projects, the Region has supported the entire chain of needs, from development to operation, in order to accompany this dynamism and encourage territorial networking. Today, the Occitanie Region is completing its support through its backing for the structuring of the Occitanie La Rosêe network of third places and by actively participating in it.

Halle Tropisme

Halle Tropisme is a cultural third place, inhabited by more than 200 Cultural and Creative Industries entrepreneurs and more than 60 artists. Tropisme offers an artistic and cultural program for all‧tes that mixes music, culinary experiments, contemporary art, clubbing, debates, afterworks... With more than 400 events per year, it is a place not to be missed in the cultural life of Montpellier.

Montpellier Méditerranée Métropole

Montpellier Méditerranée Métropole is resolutely involved in the cultural and civic creation processes carried out by the third places, while taking care to pursue the objectives of digital, ecological or food transition and by relying on transitional urbanism operations. La Halle Tropisme, the Centre d'Etudes et d'Innovation sociales (Centre for Social Studies and Innovation) run by the CCAS in Rue Draparnaud, La Menuiserie Collaborative, Les Grisette, LabSud, La Friche mimi, La Tendresse are some of the new places that are enlivening the metropolitan space. Soon, La Maison Gisèle Halimi will welcome many actors in the Mosson district, who have come together to develop solidarity and a range of services for the inhabitants, in particular a restaurant created by the inhabitants.

SNCF Immobilier

As a strategic activity of the SNCF Group, SNCF Immobilier is a key player in sober, inclusive and resilient cities. Since 2015, faced with societal and climate challenges, SNCF Immobilier, in partnership with local authorities, has chosen to open up its sites and buildings to innovative urban production methods: temporary, tactical, transitional urbanism, third places, etc. All these words express the same reality: our need for adaptable, hybrid, evolving places, on a human scale and committed to transitions

La Banque des Territoires

The mission of the "Banque des Territoires", which serves the general interest, is to support the transformation and modernisation of France's territories by offering financing and support solutions to local authorities, local public companies, social housing organisations and the legal professions.

The National Association of Third-Places

The National Association of Third-Places brings together the actors of third places in their diversity, in order to define the actions to be carried out and to carry the needs of the movement on a national and international scale. Its mission is to support and strengthen third places, both humanly and financially, and to speak out for third places through a collective approach.


RFFLabs is an association that brings together FabLabs and Making Places, users of these places, all legal entities and individuals interested in these dynamics and project leaders. It aims to encourage doing things together (DIWO - "do it with others") and the creation of common ground in relation to manufacturing, particularly digital manufacturing.


The CAUE (Conseil d'Architecture, d'Urbanisme et de l'Environnement) has 4 missions of public interest: advice, information, training and awareness. Its objective: to promote the quality of architecture, town planning and the environment. Its advice is accessible to all, free of charge, upstream of the project management.

La Rosêe, the Occitanie third places network

La Rosêe, the Occitanie third places network, brings together Third-Places in Occitania to support the creation of new places, share know-how, tools and knowledge, and give voice to the players in a collective approach to producing collective actions and common ground. La Rosée works in complementarity with ANTL and France Tiers-Lieux, regional networks, the Hub for an inclusive digital world (RhinOcc) and makers (RedLab, RFFLabs).

Régions de France

Régions de France est l'institution de représentation des régions françaises auprès des pouvoirs publics français et des institutions européennes. Autour d'un projet politique régional transpartisan, ce projet couvre les politiques de l'économie et de l'écologie, de développement du capital humain et de la cohésion des territoires.
